The Thalmor
Based out of: The Summerset Isles, but their presence in Skyrim is headquartered in their new Embassy in the Druadach Mountains (north of Markarth, not far from Karthwasten) (Thier old Embassy in the mountains overlooking Solitude (Haafingar Hold) was sacked and pillaged by Stormcloaks following the capture of Solitude)
Faction for: High Elves and Bosmer (if you've played the game, you know who they are and what they want. The High Elves believe they are the "Master Race" and pretty much want control of everything)

Requirements
- Thalmor Agents, warriors, mages, justiciars, etc.. (anything high ranked) must be Altmer or Bosmer, but they do hire lowly races (Khajiit, Argonians, Orcs, etc..) to do their dirty work (cooking, cleaning, tracking down to kill minor threats, etc...)
- The goal of the Thalmor is racial superiority of Mer over Man, one century at a time. So the members of the Thalmor usually aren't too friendly to non-mer people.
- Worship of Talos is outlawed, and members of the Thalmor (specifically Justiciars) are set around Skyrim's holds to enforce this.
- Betrayal or acts of assault (murder, theft, sabotage, etc..) to the Thalmor and its agents is high treason, and punishable with death. If members are found acting this way towards one another, they could be kicked out of the Thalmor, stripped of all titles or ranks, and cast aside - or worse, even executed.
Ranks/Roles/Sub-factions
The Ambassador
Also called the Emissary, he/she is the political representative of the Aldmeri Dominion in Skyrim and in charge of all Thalmor relationships present in the province. He/she calls the shots when it comes to her Justiciars, Agents, Warriors, Mages, etc... - and the only one that can tell him/her any different would be the Government back in the Summerset Isles itself. Resides at the Embassy, but can be found moving around the province (where Imperial Control is still present, since the Stormcloaks don't exactly "welcome" the Thalmor). Must be High Elf and pre-approved before joining as.
Justiciars
Enforcers of the White-Gold Concordant, which in short outlawed the worship of Talos and disbanded the Blades. They travel around with their warriors and mages, stamping out whatever bit of Talos worshiping and Blades artifacts they can find - within the Imperial provinces (since again, the Stormcloaks aren't too fond of them). May be either male or female (but Males are usually more common), and preferably High Elf, but Bosmer are allowed.
Advisors
Agents present in places of importance or political power (ex, Capital cities, Colleges, excavation sites, etc...) in order to sway governments into the favor of the Thalmor. Usually stationary in wherever they stay, and close to the figureheads in the hold. Either gender (though males are more common) and either Bosmer or High Elf (but again, high elves are more common). Only one per hold (as long as the hold is in Imperial Control)
Warriors
The protectors of the Justiciars and the Ambassador, usually travel around with the Important Thalmor Agents or are stationed at the Embassy. Can be either gender, and either Bosmer or High Elf - but warriors are proficient with one handed weapons (swords most common, but maces and axes can be found).
Mages
The protectors of the Justiciars and the Ambassador, usually travel around with the Important Thalmor Agents or are stationed at the Embassy. Can be either gender, and either Bosmer or High Elf, but must be mages (perferably conjuration, destruction, or anything that can be used offensively)
